When challenging moving traffic contraventions, just focus on the exact PCN location and the grounds of appeal for that specific restriction, referring to another bus gate would serve no purpose. Unless you were appealing the Burbage Road Bus Gate…as the Turney Road Bus Gate begins immediately ahead, which in essence creates a cul-de-sac for the driver, which leaves the motorist less options to escape…blah blah.
I would advise reading responses to penalties on Pepipoo motorist forum, just type “Dulwich” in the search field at the bottom of page or “Burbage” or “Turney” or “Townley” as these are the local Bus Gate locations.

In the search field Enforcing Authority type “Southwark council”
In the search field PCN location type either “Dulwich Village%”
or “Burbage Road%” or “Turney Road%” or “Townley Road%” (depending upon which specific bus gate PCN location appeals you want to see…you can search any PCN restriction location in London, the PCN locations are on the Penalty Charge Notice paperwork, examples can be seen on Pepipoo motorist forum).
In the search field start date select date from this year
In the search field Outcome select either “rejected” or “allowed” or “all”
(depending on what decision you want to see).
You can then learn the grounds which are winning appeals at London Tribunals.
When the council reject the motorist’s representation, they issue their Notice of Rejection with the appeal code or you can pay the penalty at the discounted rate of £65 (which they normally offer). Otherwise the motorist would have nothing to lose risking the full penalty rate of £130 at London Tribunals. If you wish to take the appeal to London Tribunals, its advised to view recent appeals to understand your chances of the adjudicator cancelling the penalty.
