Dogs should be kept on leads, and not mess on my garden

Good afternoon, I am writing this on behalf of my 90yr old mother who lives on Swaddale Avenue... Someone over the last year has been putting poop in small dog bags and pushing them behind my mums tree in the garden, thankfully I found them cleared them up and it hasn't happened again. But now a dog has been coming into the garden and doing its business. Could I please ask that who ever's dog this is, you pick up the mess. My mum doesn't need this at her age... Thank you
