Suggestions for antisocial behaviour

I wondered if any one can suggest what I can do about a youth, on a bicycle, who has a need to kick and smash our fence - as he rides past in the evening. (The kicks being hard enough to break the fence, in numerous places now.)
It appears the police can't do anything, the school can't do anything - and it's becoming very wearying. This has been going on for over two years. Stressful! AND expensive, patching up the fence every week. Can we confront him and confiscate his bike?
Any ideas?
