Suspicious Vehicle

A motorist keeps passing on my road, often twice or more a day, and even on Bank Holidays, on two occasions now, the guy possibly in his sixties and with glasses drives a navy vw estate registration number - SBO9 EBL has stopped opposite my property when I have been gardening, on other occasions he does not stop! I am quite certain he is not a resident on my road. Does anyone recognise this vehicle?
