Possible stray cat

This cat has been hanging around my area for a while now I live in Allerhope and I’m wondering if he’s lost he comes to mine a lot, he’s a small little guy hasn’t been neutered all black with a few white hairs on his chest he has a long thick tail not bushy just quite thick he’s very loud and vocal he’s very friendly, I would love to know if he’s someone’s cat or if he’s a stray, can anyone please help as it’s now getting very cold outside. thanks Lynn.
