Drugs question

Just watched a lad in a black top with the hood up and mask on (around 34degrees and not a cloud on the sky) looking shifty and pacing up and down, another lad runs up to where he is stood and gets something out of his bag, throws it on the floor and runs back to a car, the other lad picked up the packet and walks the other way. Do i post where this happened or assume it was all inocent?
