Footpaths in Wivenhoe

Who is responsible for the maintenance of footpaths in Wivenhoe, the footpath between Broome Grove and the Venny is now almost impassable and the cut through from Broome Grove to Cracknell Close ditto, some of the over growth is due to householders lack of cut back but it still doesn't make it any easier.
