Dangerous town properties

Not so long ago window glass fell onto Fore St from the Kings Arms, today it was The Quay pub.
Both incidents were potentially fatal, caused no doubt by very poor maintenance.
If the owners of these buildings are not prosecuted, why not?
Minor underground explosions 200+metres away are no excuse.
