Drains

We are new to the area, we live just off Church Road. The sewers and drains have been blocked all day and we are wondering if this is a common occurance every time there is rain.
I have spoken to Anglia Water and they say it is due to the heavy rain and that they are dealing with the problem, this is where I have a query. This is England and it is known for a lot of rain downfall, surely this cannot be the problem!!!
