What is the purpose of the short tower on the north side of the bridge in Otley?

It turns out everyone in our family has quietly been wondering for years what the purpose of the tower on Billam's Hill is. It's only two storeys high, and has a window so doesn't appear to be a water tower. Maps suggest it appeared around 1901 - at the same time as the whole row of houses at Back Bridge Avenue - so too late to be part of the toll booth for the bridge.

If anyone has any local knowledge, please let me know!
