Refuse collection problems, for the 3rd time this year

Refuse bin only half empty - surely the men could tell the difference between the weight of an empty and a partially-empty bin?  Not the case apparently and I have to pay £16 for a "special collection" to get the bin emptied properly.!!!  At £210 per month Council Tax am I wrong to expect operatives to fulfil their contract and check the bin is empty not just wheel to the lorry and wheel back in situ?   Told by Customer Services it was clearly my fault for putting things in the bin so something "got stuck"!!   Nothing stuck and after 50 years of home ownership I thought I was competent in bin management - clearly all my fault.

3rd time this year I've had problems with this Council over refuse collection.  One was a "special collection" they said they had collected and they had not.  Took that one to the local MP  and Councillor for a resolution.   Second occasion was when they repeatedly left my garden bin on someone else's property and I got abuse hurled at me from the property owner - of course the "normal" thing would have been for neighbour to place bin back on my land, as I do with others' bins, but no I got abuse.   Operatives' could-not-care-less-where-I-put-the-bin  had repercussions, A G A I N.

Not paying for a "special collection" or, as I pointed out in an email to DCC, a special "half-collection" and stuck with a half full bin for another two weeks, and counting.

This "customer is always wrong and a nuisance and we won't take any responsibility for shoddy work" gets me down.

UPDATE 21 DECEMBER

Received an email from DCC at around 1600 hours today saying the following :

Thank you for your recent report about your missed general waste collection on Tuesday 13 December 2022 at, St Edmunds Green, Sedgefield, 

 
We tried to collect your bin on Wednesday 21 December 2022 but were unable to do so because the bin was inaccessible when we tried to collect at . This is due to the gate being locked at 00:00.

The correct scheduled bin type(s) must be placed out on the kerbside by 7.00 a.m. on the day of collection.

We would appreciate it if you could complete a short survey, to give us your views on the service you received when you contacted us. Your feedback is important and will help us to identify if there are any areas of our service we can improve.

This is the first I heard of this intention (after the event) and I am expected to presume the refuse van arrived at midnight.  Contrarily the instruction to leave the bin out by 0700 hours contradicts the 0000 attempted collection time.   No responsibility is being taken for this confusing communication but I am apparently to blame for having a locked gate to my property.!!!   Why have a gate when you don't lock it and why do DCC employees see it acceptable to wander round my property? 

Unbelievable.
