What's the law/common sense related to driving fast and recklessly in a cul de sac without paths and pedestrians necessarily on the road

Nearly another accident today in the cul de sac as a reckless and careless driver failed to drive responsibly when entering a non-pavement area and nearly (deliberately) knocked into a pedestrian. So dangerous the car's tyres hit a kerb.
What's the law related to this near accident/deliberate act?
