Window restoration query (conservation area)

Hi there,

I have a query regarding window restoration, and wondered if anyone in the local area could help me, or had any advice (or has had their sash windows repaired!)

I have recently bought a flat on Granville Park, which I think is in a conservation area.

The sash windows are old and not airtight; a bad paint job means some of them are stuck open by about half an inch.

I am looking to get them either restored, or replaced with identical like-for-like timber sash windows; but I don't know whether I need planning permission for this, as it's a flat in a conservation area?

Lewisham Council website says I need permission, but is this even for identical windows, or restoring the existing ones? Nothing would be altered aesthetically.
