flower meadow

i noticed yesterday that a wide track has been mown through the flower meadow opposite caps lane, riverside. as there are very few of these kind of meadows that are of huge benefit to bees and butterflies left i can not understand why this was done as about a third of it is now lost. the footpath runs around the meadow, i have been walking it for over 20years, so who decided that change was needed and for what reason?
