Damian of WS Autowelding

Further to my post a month ago, despite further investigations myself, I am still unable to locate this person or business. Damien advertised a replacement Transit engine on Gumtree and by telephone agreement I aid him £350 to his bank. He has failed to deliver any engine and does not answer the phone, which remains connected. Despite the fact Gumtree hold his personal details they refuse under Data protection to divulge this. Trading standards say Damien had a legal obligation as a sole trader to give his full contact details at the time of agreeing the sale, and has broken the law by not doing so. Police file a fraud complaint as a statistic without investigation, - so its down to you residents to help me locate this scammer. Gumtree appears to be commercially profiting by knowingly setting up a system behind which scammers' can work, the press suggesting 10% of all Gumtree adverts are potential frauds. Please help me find this guy and get him prosecuted. He advertises as Damien T/A WS Autowelding, offering MOT preparation and mechanical repairs and must be known in the Fife area. Although by 'phone he has agreed in May to refund he has not done so, and must now be considered as conducting criminal fraud. His 'phone no is linked to an address in Dunfermline, but the residents of that address say they have no knowledge and think they have suffered identity theft in addition to my other concerns. Who is this guy and where do I get hold of him? He does not respond to my calls and texts to 07565317182, but maybe some-one local can obtain his details if he answers an enquiry.
