Dog Barking Advice

I'm in an awkward situation. Neighbours are decent people but their dogs, mostly the one dog in particular, bark continuously for hours on end every time no-one is home. I don't want to get them into trouble with the council etc, and I don't want to speak to them directly as I'm worried they may turn nasty and I don't want things to be uncomfortable here. Any advice on how else I can sort this? I'm slowly going insane with the non-stop barking.
