New building site end of drift rd selsey

i notice the building site has a water settlement area at the corner of drift rd/manor lane, (it is difficult to ckeck, but i susspect the water level is higher than the road it never was full for long, and in the past quickly dried out any water laying in this area) i assume it was dug to soak away the rain water collected by the site or other areas, i also notice it is full of water unlike other water soak aways in the area that are dry as we have not had any decent rain in the area for a while. Can any body explain why it is full of water, i susspect it is affecting the local water table, i was speaking to a man who lives opposite the soakaway area and he was saying"he is getting his garage pit filled in as it keeps filling up with water and does not understand why this is now happening as it never used to"??? I also understand that the area they are building on has flooded in the past and may be recognised as a flood plain/area??
Is all this extra water coming from the holes builders are digging for house footings if so it would seem the water table in the area is quite high and it seems to me that any development on this land is exposed to possable future flooding.
I would like to hear if others in the area are suffering from water ingress that has not occured in the past, that may be due to the above issues. also are we all going to have our flood insurance raised or suffer water ingress problems due to this development or faulty surface water managment.
