Green garden waste bags

Hi all, I am now missing 2 of the council garden refuse bags… I am so annoyed as it is like a lottery in the evening to see how if any of my bags will be there after collection. They are all marked with the address! Does anybody else have the same problem? I unfortunately leave for work before collection. I am guessing complaining to council won’t go anywhere but maybe they could at least throw them back over the parking wall or put in one of the bin… Aaaargh!!!
