Algae on beach

Has noone else noticed the algae on the beach at low tide? I wouldn't have thought it warm enough yet. First of all I thought it was sand being washed up but yesterday it was clearly algae.  Don't know if it's harmful to dogs, does anyone else?

There is even more at Pagham, especially the Lagoon where there is also a lot of white foam, probably caused by Southern Waters sewage discharges, but I would not rule out the Caravans involvement, as it is coincidental that the white foam occurs when the caravan season starts. I was told that the horrible brown gunge on Aldwick beach is caused by seaweed and is harmless to dogs, but I still keep mine out of it.
